[02:57:52] with putting a master plan together and
[02:57:55] Brian and Corey from Providence Partners
[02:57:57] is here today to show
[02:57:59] you an exciting plan that we've come up
[02:58:02] with so I'm going to turn it over to
[02:58:04] them and let him go to
[02:58:08] it morning morning appreciate the
[02:58:12] opportunity to be here and have been
[02:58:14] happy to work with Thomas and uh Brian
[02:58:17] and uh the manager and Todd so I
[02:58:20] appreciate uh you guys' interest in this
[02:58:23] project um so when we started to get
[02:58:27] involved here a few months ago I think
[02:58:29] one of the biggest things that we've
[02:58:30] talked about the whole time is uh the
[02:58:32] vision of what this park uh can be I
[02:58:35] think when you talk about a project
[02:58:36] that's 350 Acres um this is not going to
[02:58:39] be your average soccer complex um so
[02:58:43] this is a pretty large facility so we've
[02:58:45] uh worked with staff and a of the the
[02:58:49] members here to create a vision
[02:58:51] statement um I'll refrain from reading
[02:58:54] it um I don't like to read from the
[02:58:56] slides um but when you think about what
[02:58:59] we're trying to put together here and
[02:59:00] what the vision is we're trying to
[02:59:02] capture something that's representative
[02:59:04] of uh the community here that will leave
[02:59:07] a lasting Mark and be a place that
[02:59:09] people can ultimately come and spend
[02:59:10] their
[02:59:13] time um a few of the other high high
[02:59:17] level items that we've talked about that
[02:59:20] this park will support would be your
[02:59:21] school systems um there are programs
[02:59:24] that are maybe under utilized or don't
[02:59:26] have a place to go right now I think
[02:59:28] cross country was one that we talked
[02:59:30] about for Middle School um providing a a
[02:59:34] a class a pool facility that'll be
[02:59:36] inside and year round um I think when
[02:59:40] you talk about a park of this size to
[02:59:43] not only serving the public side of
[02:59:45] things but the private side of things I
[02:59:46] think you're going to Garner a lot of
[02:59:47] interest from from folks that are
[02:59:49] looking to uh have you know birthday
[02:59:52] parties or large soccer tournament
[02:59:54] events or baseball tournaments um I
[02:59:56] think there's going to be some
[02:59:57] opportunities on the turf fields that
[02:59:59] have all the markings to provide
[03:00:01] exposure to sports that maybe aren't as
[03:00:04] locally accessible like your LaCrosse or
[03:00:07] your field hockey I think there's going
[03:00:08] to be opportunities that may not exist
[03:00:11] um here in the county and you know when
[03:00:13] you when you talk about a a landmark
[03:00:18] like what you'll see in phase two at the
[03:00:20] water mark uh the Water Park there's um
[03:00:24] garnered interest I think from the
[03:00:26] adjacent Economic Development
[03:00:28] opportunities that are going to happen
[03:00:30] um with the amount of people that can
[03:00:32] physically fit in this park and the
[03:00:33] people that will come to this park from
[03:00:36] in and around Davidson County and even
[03:00:39] Beyond um so when we met with the board
[03:00:43] or not the board Theiss the commission
[03:00:46] or the I think there was a committee
[03:00:49] yeah the parks and rec commission
[03:00:50] there's a few questions about where the
[03:00:51] site actually was um so what you'll see
[03:00:54] here is um a Google Earth with some of
[03:00:56] your local landmarks that are defined
[03:00:59] the quickest way to get here and I think
[03:01:01] just in English youd take exit 91 and
[03:01:03] head south about 10 miles um it's just
[03:01:08] behind Southmont Elementary School um
[03:01:10] cornered in right there at Highway 8 and
[03:01:14] H Rock
[03:01:16] Lake I think I think it's important to
[03:01:18] note I think the fire station right
[03:01:22] there is only a mile away so one of the
[03:01:24] things that we think about when we're
[03:01:27] talking about a project of this size is
[03:01:29] your emergency services um I think
[03:01:31] having something that's that close that
[03:01:34] accessible um is a is a key
[03:01:40] point so as we look regionally you'll
[03:01:42] see some of your communities that are
[03:01:44] within Davidson County highlighted here
[03:01:47] and they're oate travel times so you're
[03:01:49] looking anywhere from 10 to 25 I think
[03:01:52] 30 minutes probably on a bad day
[03:01:54] depending on which way you go is what I
[03:01:55] was seeing uh when I was plugging these
[03:01:57] communities in
[03:02:00] um and as we talked I think the intent
[03:02:03] of a 350 Acre Site is to be able to draw
[03:02:08] in larger groups um there's large soccer
[03:02:13] um organizations that will travel around
[03:02:15] to places that are similar um and host L
[03:02:20] um you know they're from their side of
[03:02:23] things it's privatized so it's a
[03:02:24] moneymaking opportunity where they need
[03:02:26] a place to go to have their their
[03:02:29] tournaments um so there are some of the
[03:02:33] larger cities that are within a 200 mile
[03:02:35] radius there in the red and then a 400
[03:02:38] mile radius in the
[03:02:43] green so to talk specifically about the
[03:02:46] site um North is actually to your left
[03:02:50] here so it's rotated 90
[03:02:53] degrees um counterclockwise from what
[03:02:56] you would see it on a map you can see
[03:02:58] the school that'ss there the property is
[03:03:00] listed on GIS is just under six uh 360
[03:03:03] Acres zoned ra2 the park would be
[03:03:06] developed by right and there's a few
[03:03:08] zoning uh requirements uh that are in
[03:03:11] you all's ordinance that we need to
[03:03:12] adhere to um I think most notably the
[03:03:16] 100 foot activity setback um is
[03:03:20] important when you think about the scope
[03:03:22] of what's going on in the lighting for
[03:03:24] the field so at a minimum all these
[03:03:26] recreational activities will be
[03:03:28] happening 100 ft from the adjacent
[03:03:29] properties and in the the white area
[03:03:33] there when we looked at the preliminary
[03:03:35] grading the areas in white are what will
[03:03:37] actually be disturbed so the areas that
[03:03:40] are showing up as treed that you can see
[03:03:43] in the background will remain treed um
[03:03:46] unless you choose to add something else
[03:03:49] in there um there's an existing cell
[03:03:52] tower an existing Creek um and one you
[03:03:56] know I think it's important to mention
[03:03:58] again that the lighting I think it's
[03:04:01] full cut off or directional lighting so
[03:04:04] you're not going to get any light
[03:04:05] pollution towards your property lines
[03:04:07] that would
[03:04:08] um be detrimental to the adjacent
[03:04:11] homeowners it's mostly residential with
[03:04:14] exception of the school um and it is
[03:04:16] within the Watershed District so there
[03:04:18] are some Max built upon area
[03:04:21] requirements um but we are well with
[03:04:23] under those well under those thresholds
[03:04:26] when you look at the size of the
[03:04:29] parcel so it's my understanding that
[03:04:32] this project we're talking about is
[03:04:35] going to be split up into phases there's
[03:04:36] a phase one that I believe you guys are
[03:04:38] already aware of and a phase two the
[03:04:41] phase one area is shown on the screen
[03:04:44] here um comes as the four basketball
[03:04:46] courts inside the Sports plex which is
[03:04:49] in that location there in the light blue
[03:04:53] um I believe Brian will talk to you
[03:04:56] about it in a minute but I think he said
[03:04:57] it's about half the size of a
[03:04:59] Walmart um so for scale that's kind of
[03:05:02] what you're thinking um plenty of room
[03:05:04] for indoor activities there'll be a disc
[03:05:06] golf course up in the upper right um
[03:05:10] there's a small parking lot that we
[03:05:12] would provide there so that would you
[03:05:14] know essentially just be built on
[03:05:16] existing grade um and be a natural area
[03:05:19] for those folks there's eight soccer
[03:05:21] fields that you're seeing here I believe
[03:05:23] the plan for two of those to be Turf
[03:05:25] including the Showcase field which would
[03:05:27] be this one that one would have a set of
[03:05:29] bleachers and we'll show up it again in
[03:05:32] your slides uh with a rendering uh
[03:05:34] several playgrounds which are the blue
[03:05:36] square or the I'm sorry the purple
[03:05:37] squares that you're seeing um and the
[03:05:41] red squares are restroom facilities and
[03:05:44] pedestrian Pavilions um there's
[03:05:47] approximately 2 and 1/2 acre mile
[03:05:49] walking Track that you'll see in brown
[03:05:51] it kind of comes around this way and is
[03:05:56] uh it goes around the perimeter mostly
[03:05:59] but in the high pedestrian areas um
[03:06:02] we've envisioned the paved like a con a
[03:06:05] wider 11 or 12T wide concrete path to be
[03:06:08] incorporated in that walking trail um in
[03:06:11] the areas on the outskirts I think it
[03:06:13] would be great to incorporate the cross
[03:06:15] country course that would parallel your
[03:06:18] more accessible walking trail so that
[03:06:20] parents and people coming to see the
[03:06:23] Cross Country Events could see those as
[03:06:25] well
[03:06:27] um some of the less flashier
[03:06:30] improvements that would been included in
[03:06:32] phase one uh are your parking areas that
[03:06:35] you see there in Orange uh the
[03:06:37] associated field lighting things like
[03:06:39] the seating and the um Turf for the
[03:06:43] actual fields are obviously going to be
[03:06:45] included um
[03:06:48] mask rating for phase two which is these
[03:06:50] areas in blue I think it's important
[03:06:53] again to note the size of this project
[03:06:57] um in order to to prepare the land in a
[03:06:59] way that would uh easily facilitate
[03:07:02] future development and to make sure that
[03:07:04] the dirt balances going ahead and doing
[03:07:06] all of your land disturbing activity
[03:07:08] within phase one is currently the plan
[03:07:12] um there's a few uh
[03:07:15] notable items to talk about believe this
[03:07:17] is on the next slide on the access a
[03:07:20] partiel of this size we've got three
[03:07:22] access points um one is on the North
[03:07:25] side up there is access one or it's plan
[03:07:29] North here uh access one from Owen Road
[03:07:33] um access two from Riverwood road on the
[03:07:35] left hand side and then Beckner road on
[03:07:37] the bottom um parks are really difficult
[03:07:41] to perform what's called a TIA uh those
[03:07:45] will typically come to you all for your
[03:07:46] larger earnings for subdivisions a
[03:07:49] traffic impact analysis um it's it's
[03:07:53] tough to
[03:07:54] say the demand the traffic demands that
[03:07:57] are going to be increased on the
[03:07:58] adjacent roads because your Peak traffic
[03:08:00] is going to be different your larger
[03:08:02] events are going to be on your weekends
[03:08:03] and tias are generally based upon your
[03:08:06] peak hour 7 to n during the week and 4
[03:08:09] to six in the evenings during the week
[03:08:12] um looking at some adjacent Parks I
[03:08:15] think just physically getting people in
[03:08:18] and out these are some of the
[03:08:19] improvements that you'll see if you were
[03:08:21] to look at a similar part of this side
[03:08:23] you're going to look for left and right
[03:08:24] turn Lanes into access one off of Owen
[03:08:27] Road which would be your featured
[03:08:28] entrance uh it's probably would be uh
[03:08:31] median IED with exit lanes turning left
[03:08:34] and right can you use your pointer and show
[03:08:36] where that Owens Road access is yeah
[03:08:39] it's up here access one okay um so as
[03:08:43] you're coming down Highway 8 um it feel
[03:08:47] feel you know it feels more natural and
[03:08:49] it's easier to get to access one is was
[03:08:52] the reason for the designation the the
[03:08:54] second access there is access to on the
[03:08:57] left side or true north side of the
[03:09:00] property um I
[03:09:02] think uh ushering traffic into access
[03:09:06] one is going to be the preferred option
[03:09:08] so at access two I'm envisioning just a
[03:09:11] left turn lane that would be needed we
[03:09:12] haven't contacted do to to uh talk about
[03:09:16] if a formal TI will be required these
[03:09:19] are just trying to give you guys a
[03:09:21] ballpark of what you're going to be
[03:09:22] looking at no pun intend it
[03:09:26] um access three that's uh really going
[03:09:29] to provide you more access to your
[03:09:31] baseball fields uh there's this parking
[03:09:34] lot here um so if someone were coming
[03:09:37] let's just say specifically for baseball
[03:09:39] and they were local to the area they
[03:09:41] could come around this way but I think
[03:09:42] it serves as a really good emergency
[03:09:44] access you'll notice there's a few more
[03:09:46] additional uh single family homes here
[03:09:50] so you we're going to be a little bit
[03:09:52] constrained on how wide we can make that
[03:09:54] access I think it would still serve well
[03:09:57] to be paved um but that would be sort of
[03:09:59] your um emergency uh emergency valve if
[03:10:05] all these other accesses are clogged up
[03:10:07] will you point out parking
[03:10:11] lots uh the parking lots are going to be
[03:10:13] in
[03:10:14] Orange we got okay okay so all right
[03:10:18] that's brown to me so I'm sorry Brown
[03:10:21] I'm I'm good either way okay when you
[03:10:23] look at sort of the how we chose to lay
[03:10:26] this park out there's a yellow spine
[03:10:28] Road it's a little bit harder to see
[03:10:31] yellow
[03:10:32] mustard um whichever um but the intent
[03:10:36] was here for the main traffic to be
[03:10:38] pushed away from the high pedestrian
[03:10:41] corridors so and I don't want to mention
[03:10:44] that because again with the volume of
[03:10:46] kids I think it's 1300 people that would
[03:10:49] potentially be in this water park or the
[03:10:50] quad area that we're calling it Sports
(the population of Southmont is approx 1500)
[03:10:52] plex we wanted to concentrate the
[03:10:55] actual traffic flow away from the areas
[03:10:58] where that there are going to be kids
[03:11:00] running around that may you know I've
[03:11:02] got a 2-year-old I can only watch him so
[03:11:04] much So eventually I'm going to look
[03:11:06] down at my phone so when you think about
[03:11:08] the security of this and the way that it
[03:11:10] gets built out uh should you choose to
[03:11:13] Value engineer out some parking you
[03:11:16] would build it off of the spine Road and
[03:11:19] and keep keep the quick Ingress and
[03:11:22] egress away from your your high
[03:11:25] pedestrian
[03:11:26] corridors uh one feature that we wanted
[03:11:29] to incorporate was a roundabout right
[03:11:31] here um there so this is would be right
[03:11:35] beside your showcase field which would
[03:11:37] be the field with the bleachers the sign
[03:11:40] you know we envisioned some sort of
[03:11:41] enhanced signage that would potentially
[03:11:44] go in the roundabout like you saw on the
[03:11:45] first slide uh um that would sort of
[03:11:49] announce that you're here I think it
[03:11:50] would make for some great um some great
[03:11:54] pictures um and a place to put some
[03:11:57] wayfinding information um as you're
[03:12:00] trying to get around
[03:12:01] here
[03:12:04] um I think that's pretty much it on the
[03:12:06] park
[03:12:08] access they're just highlighting those
[03:12:10] three different accesses and Brian's
[03:12:12] going to talk to you a little bit more
[03:12:13] about the buildings themselves and what
[03:12:16] you can expect phase
[03:12:18] two thank you course Brian you you said
[03:12:21] something while ago or there was
[03:12:22] something mentioned that it'd be about
[03:12:24] the size of a Wallmart a half about a
[03:12:26] half a Walmart yeah I was going to say
[03:12:28] that's that's Walmarts are always about
[03:12:29] 100 110,000 this is about 50,000 yeah so
[03:12:33] this is this building is just a
[03:12:34] rendering we were just uh trying to come
[03:12:36] up with just a beginning just to have a
[03:12:38] concept or an understanding um
[03:12:41] pre-engineered metal building is
[03:12:42] definitely the way to go bang for buck
[03:12:45] and things like that we can get into
[03:12:46] some value engineering get that far so
[03:12:48] this would hold four basketball courts
[03:12:51] that have the same the mechanism in the
[03:12:53] floor that could be converted to uh
[03:12:55] volleyball courts or it could be pickle
[03:12:58] ball courts and there's some offices and
[03:13:00] concessions and stuff like that on the
[03:13:02] on the end of the building there and
[03:13:04] just that's kind of the the feel of what
[03:13:06] the inside of that would look like with
[03:13:08] the courts side by side so that's a nice
[03:13:11] indoor facility and that is part of
[03:13:12] phase one this would be the Showcase
[03:13:15] field so as Cory mentioned when you come
[03:13:17] come in the park there's this nice
[03:13:18] roundabout you put a really neat sign
[03:13:20] out there in the middle of the
[03:13:21] roundabout it's kind of your money shot
[03:13:23] when you're coming into the park so to
[03:13:25] speak and this would be your where the
[03:13:28] you know every every Sports Complex has
[03:13:31] what they call the show field it's like
[03:13:33] you earn your way up to play at that
[03:13:35] field that's where the the the the final
[03:13:38] games are and so that would be that's
[03:13:40] just an idea of what we would think that
[03:13:42] field would look like in this park
[03:13:44] setting uh baseball
[03:13:47] our baseball diamonds uh so this would
[03:13:49] be in Phase One there four Fields uh so
[03:13:53] this would be give a sense of what that
[03:13:55] looks like and just again just uh some
[03:13:58] visual uh understanding um so what I
[03:14:02] want to step to real quick is just what
[03:14:05] phase two would look like because again
[03:14:07] as Corey said in Phase One we're wanting
[03:14:09] to grade the entire site for efficiency
[03:14:12] because it would be we it would be it
[03:14:14] would be more expensive for you to try
[03:14:16] to do it in two parts
[03:14:17] so but if we're thinking about where all
[03:14:19] the buildings are going then we can
[03:14:22] grade the whole thing even if you don't
[03:14:23] build phase two right out of the gate um
[03:14:26] oops sorry can you go back can you go
[03:14:28] back to those fields right quick I just
[03:14:30] want to look at it
[03:14:33] yep
[03:14:35] there's I mean I know he didn't my uh my
[03:14:39] drafter did this and I don't know if he
[03:14:41] played baseball I asked him where the
[03:14:43] dugouts were but me I didn't have time
[03:14:46] to fix that
[03:14:47] it'll be ultimately fully developed okay
[03:14:50] lighting dugouts all the elements of a
[03:14:53] typical
[03:14:54] baseball field um so we cor as Cory
[03:14:59] mentioned what I do like about this neat
[03:15:01] plan is when we get into this we've
[03:15:03] pictured this middle area for lack of a
[03:15:06] better or fancier name I call it the
[03:15:08] quad so you've got all this activity
[03:15:11] around it and then that's your
[03:15:13] centralized point of some of your bigger
[03:15:15] items and you could have some food
[03:15:16] trucks out there Pavilion
[03:15:19] shelters all kinds of things happening
[03:15:21] in the quad and then you've got all the
[03:15:23] fields kind of working around that uh so
[03:15:27] in phase two we would be introducing two
[03:15:30] more soccer
[03:15:31] fields um we would be introducing pickle
[03:15:35] ball outdoor pickle ball and Tennis
[03:15:37] Courts we would be introducing an open
[03:15:40] air Pavilion like a really large picnic
[03:15:43] shelter or just an open air shelter for
[03:15:45] families with they're getting some
[03:15:47] concessions or wanting to do a picnic or
[03:15:49] something like that we uh would have
[03:15:51] four more baseball fields uh the second
[03:15:55] of the that would give you a total of
[03:15:56] eight more obviously more restrooms and
[03:15:59] playgrounds the additional parking
[03:16:01] whoops I went too quick uh an additional
[03:16:04] parking which would
[03:16:06] be up here as we built these two fields
[03:16:09] we would build more parking and one of
[03:16:11] the biggest complaints we hear from the
[03:16:13] travel teams and the other things or
[03:16:16] even like the big BB&T park there in
[03:16:19] Winston is parking people parking on the
[03:16:21] grass side of the road and so it seems
[03:16:25] but if you have 1300 people in the water
[03:16:27] park and you have a soccer tournament
[03:16:29] going on with 10 fields and you have a
[03:16:31] baseball tournament you literally could
[03:16:33] end up with three or 4 thousand cars out
[03:16:35] there so parking is and the nice part is
[03:16:39] you have lots of land so even if we
[03:16:42] don't do it some phas in some way we
[03:16:45] just wanted to make sure there was
[03:16:46] adequate parking because that's probably
[03:16:47] one of the biggest complaints about
[03:16:49] going to these tournaments
[03:16:51] is parking issues and trying to get
[03:16:54] people in and out so the second part of
[03:16:57] phase two the bigger ticket items is the
[03:17:00] one of them is the
[03:17:01] natatorium I got that backwards U the
[03:17:04] natatorium is the fancy word for the
[03:17:06] indoor pool eight lane pool this would
[03:17:09] give you your swim team competition
[03:17:12] location for your schools and training
[03:17:14] but we also thought it was good the
[03:17:17] facilities team brought up a good point
[03:17:19] that we would have some what I'm going
[03:17:21] to call fun elements in that atorium so
[03:17:25] if you have a fall baseball tournament
[03:17:27] and you've got two little kids there you
[03:17:31] can still go to the pool and play and
[03:17:33] there's a slide and there's other fun
[03:17:35] things in the pool so you get seasonal
[03:17:37] re you know seasonal use out of this
[03:17:40] park it's the water park is not just
[03:17:42] shut off at Labor Day that there's
[03:17:45] access to the pool year round and some
[03:17:47] fun elements like a slide and splash
[03:17:49] area and then of course and I got those
[03:17:51] backwards I apologize but and so that
[03:17:54] was the natatorium right there next door
[03:17:57] and then this is the actual water park
[03:17:59] to give you a sense that is about 4 and
[03:18:01] A2 Acres so it's not a small thing uh
[03:18:05] includes Lazy River Splash Pool pads
[03:18:08] slides I did some pictures but then we
[03:18:11] have a little quick video
[03:18:13] too again this is just giving some
[03:18:15] thought to what the quad area looks like
[03:18:18] your courts your Sports plex your
[03:18:21] Auditorium this water park you have a
[03:18:23] pavilion so it's really you could have
[03:18:26] quite the park setting there within the
[03:18:28] park
[03:18:29] almost um other elements of what these
[03:18:33] look like okay and hopefully the sound
[03:18:36] will be down there's some bad there's
[03:18:38] some cheesy background music to this
[03:18:39] video and I'm going I didn't make you go
[03:18:42] through that so let's see if I can get
[03:18:44] this so This was done for Gaffney South
[03:18:48] Carolina and this is it's only about 2
[03:18:51] and 1/2 minutes long but this is very
[03:18:53] close to the scale and size and features
[03:18:58] of this I wanted to just so you got a
[03:19:01] splash weight in pool on this side
[03:19:03] you've got the Cabanas on the left over
[03:19:05] there you've got for little kids you've
[03:19:08] got a a pool there to the up at the big
[03:19:11] top of the screen that has the um for a
[03:19:14] little bit older kids and they kind of
[03:19:17] drag all this out a little bit that's
[03:19:19] the tower for the
[03:19:21] slides uh so that's where kids would go
[03:19:24] up and pick a slide and they've got four
[03:19:26] slides there to choose from again that

[03:20:12] from this tower that gets you to this
[03:20:15] lazy river

[03:20:22] have a little wave pool in it in the
[03:20:24] midst of it uh these are the access
[03:20:27] points lazy river is a pretty good it's
[03:20:30] pretty good size that's 12 feet wide uh

[03:20:34] know um this is all we're getting close

[03:22:04] South Carolina which is a rural
[03:22:06] community built something very similar
[03:22:08] to this and gave us all their numbers so
[03:22:10] I was going to show you those it's crazy
[03:22:12] how many people they pull in and one
[03:22:14] thing I'd say now if if if we were to do
[03:22:17] something like this and it's very nice
[03:22:19] and I wish I was about 30 uh 40 years
[03:22:22] younger you know cuz i' I'd like to see
[03:22:24] this and and be able to participate in
[03:22:26] it um we would need to
[03:22:29] charge people from out of town more
[03:22:32] money you know because our citizens are
[03:22:34] paying for this up front our citizens
[03:22:37] are paying for this so you and I don't
[03:22:39] know how you would do that but I'm and
[03:22:41] I'm getting the the the cart in front of
[03:22:44] the horse but you know again and people
[03:22:47] from out of the county and now should
[03:22:49] have a different rate than than our
[03:22:50] folks you know well some of the places
[03:22:53] I've worked has a resident and a
[03:22:54] non-residency and they also have season
[03:22:57] passes which I think you'll refer to a
[03:23:00] little bit later in the other side too
[03:23:02] where y'all can approve a a fee for a
[03:23:04] season pass for a family up to four to
[03:23:06] be able to come and go all summer long
[03:23:08] and and we getting a long ways off off
[03:23:10] path but again to me it would be double
[03:23:12] if you didn't live here so you know it'd
[03:23:15] be $30 a day not
[03:23:17] and to be able to I mean to me I'm just
[03:23:18] saying $30 is cheap for something like
[03:23:21] this um person per person yeah if you're
[03:23:25] a non-resident you know right right for
[03:23:27] a resident 15's great you know let let's
[03:23:30] get them in there but anyway because
[03:23:32] again our taxpayers are paying for it
[03:23:35] twice yep if we uh and the schools right
[03:23:39] again I know we're we're getting further
[03:23:41] down but teams that find schools
[03:23:44] throughout the county where they don't
[03:23:46] have the fields to practice they need
[03:23:47] athletic spots to practice during the
[03:23:49] week they would they would not pay right
[03:23:52] so it's benefiting the schools like and
[03:23:54] I can imagine too if a school were being
[03:23:57] considered they may not need as Grand a
[03:24:00] facility there if they have this
[03:24:02] incredible showcase
[03:24:04] facility that they can access
[03:24:08] potentially I'll let this play out then
[03:24:10] I've got a a financial slide and then
[03:24:12] I'm I'm pretty close to so this is the
[03:24:14] natatorium the indoor pool you can see
[03:24:16] the little blocks there on the left prob
[03:24:18] we make them out where they do the swim
[03:24:20] meets and different things like that and
[03:24:21] as as we Thomas I know has reached out
[03:24:23] to the schools they would be excited
[03:24:25] about being able to gain access to the
[03:24:28] pools and different things like that for
[03:24:29] their team oh
[03:24:32] no I don't know what I'm doing yes ma'am
[03:24:35] can you forward that fast forward that
[03:24:37] so we don't have to yeah that'd be oh
[03:24:40] that's okay so this is uh what I did is
[03:24:44] we tracked down some information so I
[03:24:46] have two parts here and I'll explain why
[03:24:48] I picked what I did the upper level is
[03:24:50] for a water park and the lower level is
[03:24:52] for a sport Sports Park alone so the
[03:24:57] upper one is from the community of
[03:24:59] Hartsville South Carolina and again I
[03:25:02] picked that because I didn't feel like
[03:25:03] comparing us to Myrtle Beach or
[03:25:05] Gatlinburg or something like that was
[03:25:07] very reasonable Hartsville South
[03:25:09] Carolina only has a population of 62,000
[03:25:12] in the county versus Davidson has
[03:25:15] 174,000 so it's literally Davidson
[03:25:18] county is three times larger than this
[03:25:20] County Hartsville the town of Hartsville
[03:25:22] which this water park is near has about
[03:25:24] 7,400 people obviously the Southmont
[03:25:27] Community is
[03:25:28] smaller but their closest town is 26
[03:25:31] miles away to Florence South Carolina
[03:25:34] we're 12 miles to Lexington they have
[03:25:36] about the same little further away to
[03:25:39] any major
[03:25:40] Interstate their park is just a little
[03:25:42] bit smaller than what we're proposing
[03:25:45] theirs is as pure seasonal par they have
[03:25:47] no indoor pool of any kind so it shuts
[03:25:50] down at Labor
[03:25:52] Day now these numbers on the left are
[03:25:54] from them they average 90,000 visitors
[03:25:58] in that three and a half four Month

(Neptune Island is only open full time two and a half months per year)

[03:26:00] window they have a net positive revenue
[03:26:04] of
[03:26:05] $425,000 a year from the
[03:26:08] park uh in

(the budget for Hartsville SC shows that in 2025 the water park lost money)

[03:26:10] $225 they spent about 14 million to
[03:26:13] build it and they report an economic
[03:26:16] impact of 54 million for all the
[03:26:19] visitors trying to I'm not I was kind of
[03:26:22] joking that as a as a civil structural
[03:26:25] engineer doing feasibility studies is
[03:26:27] not I'm going to pretend is my exact
[03:26:29] Forte but just trying to extrapolate a
[03:26:31] number out of that I I just said Thomas
[03:26:34] and I we talked 93,000 Pat patrons is is
[03:26:37] a reasonable estimate given we would
[03:26:40] have a bigger Park and we have more
[03:26:43] people in the county and we have an
[03:26:45] indoor facility so we'd be open all year
[03:26:47] long in some form of fashion then
[03:26:51] playing with those numbers about a
[03:26:52] million dollars of net revenue positive
[03:26:55] net revenue um cost to build we're
[03:27:00] working with that depends on what how
[03:27:03] many of these elements you kind of out
[03:27:05] cart pick and choose to put the whole
[03:27:06] thing together so doing all the kind of
[03:27:09] the math I came up with about a $60
[03:27:11] million reported economic
[03:27:13] impact on the second one
[03:27:16] I looked at the Rocky Mount Rocky Mount
[03:27:18] North Carolina they built a sports
[03:27:21] complex no pool involved whatsoever just
[03:27:23] a bunch of really nice baseball fields
[03:27:25] and soccer
[03:27:26] fields their population is about 55,000
[03:27:29] for the town itself they kind of split
[03:27:31] two counties in half so that's where
[03:27:34] they're at so they have their inventory
[03:27:36] is 11 baseball fields and eight soccer
[03:27:39] fields phase one we would be four
[03:27:41] baseball fields and eight soccer fields
[03:27:44] they just built they have a sports
[03:27:45] plexus
[03:27:47] 160,000 Square ft where we're proposing
[03:27:49] a
[03:27:50] 51,000 they spent $43
[03:27:53] million just to do that and we're saying
[03:27:57] your first phase is 29
[03:27:59] million um yearly revenue is a lot of
[03:28:03] reading and just trying to understand
[03:28:05] but it appears from what I've read and
[03:28:07] and looking at Monroe and other areas I
[03:28:10] estimated a yearly positive revenue of
[03:28:14] 300,000 reported economic impact they
[03:28:16] did report 15 million I reduced that to
[03:28:20] 10 uh and just show you on the bottom
[03:28:23] that the average citizen has just a
[03:28:25] little more money in Davidson County
[03:28:27] than the Rocky Mount North Carolina area
[03:28:29] just to make keep try to keep things on
[03:28:32] an even playing field the median income
[03:28:34] any questions about this slide or
[03:28:36] 300,000 is that net after expenses
[03:28:38] that's net after
[03:28:40] expenses
[03:28:41] consistently but what I think what makes
[03:28:44] this one potentially even better letter
[03:28:46] is there is very very few on the Eastern
[03:28:49] United States that has the water park
[03:28:51] and Sports Complex combo so if you got
[03:28:55] three kids coming and little Sally's
[03:28:58] playing on her u12 soccer team then the
[03:29:01] M you know can take the two kids over to
[03:29:03] the water park and spend the day over
[03:29:05] there in the water park that's a rare
[03:29:08] combo to have so but the good news is
[03:29:12] from a net
[03:29:13] revenue uh Monroe States full um all
[03:29:18] these people we got numbers from show a
[03:29:21] positive net revenue every year that
[03:29:23] they're not that it's it's it's it's a
[03:29:26] positive to the the books I and I think
[03:29:29] it's probably safe to say too that these
[03:29:32] estimates for us are are probably pretty
[03:29:35] conservative yes um I mean if I'm just
[03:29:38] looking at it the the county and you
[03:29:40] pulled it from South Carolina right the
[03:29:42] the Neptune water park right to your
[03:29:44] point where population wise three almost
[03:29:47] three times larger we sit nestled in the
[03:29:50] center of the state you've got Charlotte
[03:29:53] to the southe east or Southwest you've
[03:29:55] got uh Raleigh to the East and of course
[03:29:59] the I 85 uh conduit directing so I think
[03:30:04] in my mind right it would be much higher
[03:30:07] in terms of who we would attract the the
[03:30:10] amount of people and the revenue I know
[03:30:12] we're trying to keep it conservative now
[03:30:13] you're exactly right because if you look
[03:30:15] at map of Darlington South Carolina the
[03:30:18] county and the town of Hartsville other
[03:30:20] than Florence they don't have a city to
[03:30:23] pull from Beyond that where you guys
[03:30:25] obviously have Winston Greensboro Ry
[03:30:27] Charlotte I mean it can your reach is

(reminder, Charlotte has Carowinds, Greensboro has Wet and Wild and both are much larger than the 4.5 acre water park he is proposing)

[03:30:30] you're more you're better positioned as
[03:30:32] you as you said yeah I was trying to be
[03:30:34] really conservative and not to present a
[03:30:36] false hope or number but I was truly I
[03:30:40] mean it was reading their information
[03:30:43] it's amazing they pull from Virginia and
[03:30:45] South Carol and Georgia just to that
[03:30:47] water park it's uh 90,000 people is a
[03:30:51] lot of people to flow through in four
[03:30:53] months and the water park as presented
[03:30:55] today would hold about 1,300
[03:30:58] capacity at any one point in time that's
[03:31:01] what it's built
[03:31:03] for um and they capped last note
[03:31:07] Hartsville South Carolina did cap their
[03:31:09] memberships at seven no Monroe Monroe
[03:31:13] did so well with their water park that
[03:31:15] they turn turned theirs into what is
[03:31:16] that called an Enterprise System where
[03:31:19] it's self-
[03:31:20] sustained and they CA their memberships
[03:31:23] at 177,000 and so so they were their
[03:31:26] revenue was so positive they just they
[03:31:28] funded their entire they went in
[03:31:32] Reverse um so that's
[03:31:35] um that's the so that's kind of the
[03:31:38] final buildout I just wanted to leave
[03:31:39] you with that um and uh just uh we can
[03:31:44] send out I mean it's a matter of the
[03:31:46] record now but we can send this out to
[03:31:48] look at or whatever are there any uh
[03:31:50] more questions or concerns or or
[03:31:54] thoughts if I delete that the slide with
[03:31:57] the video in it it becomes much smaller
[03:32:00] right yes ma'am okay yes much much email
[03:32:02] it yeah and you can also do a print to
[03:32:05] PDF and that will make it much better
[03:32:07] and it'll make it go out as a small file

[03:32:27] with um making Davidson County a
[03:32:30] destination right and all of these
[03:32:33] things combined the the sports pieces
[03:32:35] the water park right that that's going
[03:32:37] to differentiate us um throughout the
[03:32:40] state and I think um it'll benefit not
[03:32:43] just our citizens right I mean that's
[03:32:45] what we really want want to do for
[03:32:46] families and for kids I think it'll help
[03:32:48] the school systems I think it'll bring
[03:32:50] in Economic Development so again it's
[03:32:52] it's it's thinking boldly and it's
[03:32:54] acting
[03:32:56] boldly good uh I'd like for everybody to
[03:32:58] have a little save trip uh do you like
[03:33:01] to say a little something I mean I'd
[03:33:02] like to I'd like to hear every board
[03:33:04] member's thought process you know just
[03:33:06] sitting on the committee with Thomas a
[03:33:08] couple of weeks ago and get getting
[03:33:09] presented with this and I Echo the
[03:33:12] statements of Matt being with a business
[03:33:13] background I think it's going to be a
[03:33:16] huge attraction for our County in
[03:33:18] revenue and I'm excited about it
[03:33:22] okay I'm actually quite Blown Away by uh
[03:33:28] because I you know I'm a visual person
[03:33:31] so when I see it I can I can see um the
[03:33:35] many
[03:33:36] advantages uh I do want to see somewhere
[03:33:40] along the line and I don't know whether
[03:33:42] that's just going to come from Thomas or
[03:33:44] from y'all about uh the idea cuz I think
[03:33:47] you need to have everything in front of
[03:33:49] us before we just divide into phases and
[03:33:53] that sort of thing and how much money
[03:33:54] we're looking at but um the cost of
[03:33:58] operation uh both because it's going to
[03:34:01] if we're going to keep it open for the
[03:34:03] whole year then you got to think about
[03:34:06] the operation costs and you know who's
[03:34:09] going to run what and when and working
[03:34:12] with the schools and and you know that's
[03:34:14] that's a big big part of what I'd like
[03:34:17] to have a a blueprint of it doesn't have
[03:34:20] to be I was going to say when do you
[03:34:22] need it cuz I sent that to Casey
[03:34:23] probably a couple years ago yeah we I've
[03:34:26] done already done the operating expense
[03:34:28] for this okay thing a while back so I've
[03:34:30] got it somewhere buried on my computer I
[03:34:33] find it but I can I can send it out to
[03:34:35] you anytime you want but at a 30,000 ft
[03:34:37] level they've already done that because
[03:34:38] they said it's a
[03:34:39] $300,000
[03:34:41] net uh after all expenses so I take it
[03:34:45] that includes and and that's fine you
[03:34:47] can put it in in writing for a sure or
[03:34:49] you come up with that $300,000 number
[03:34:52] cuz it won't hurt but I look at it going
[03:34:54] y'all have already done these numbers
[03:34:55] and at the end you're saying it's
[03:34:58] 300,000 net if you're projected uh
[03:35:01] participation meets the numbers that
[03:35:04] that you think you meet and we're very
[03:35:06] and and as Brian said we're very
[03:35:08] conservative on that and nobody has a
[03:35:10] crystal ball to know whether that's
[03:35:11] going to happen or not but but what
[03:35:13] they're saying is now I don't know about
[03:35:14] the school part you talking about but
[03:35:16] again what they're saying is 300,000 net
[03:35:19] is what we're going to take and and I
[03:35:21] don't care if it breaks even okay now I
[03:35:23] don't want that spent necessarily I'm
[03:35:25] not saying that on um I don't want to
[03:35:28] spend on payroll and Personnel but you
[03:35:31] know the County's not in business to
[03:35:33] make money as long as it breaks even
[03:35:36] either that's all I care about we're
[03:35:37] giving the citizens something you know
[03:35:39] we shouldn't be making money off of our
[03:35:41] citizens is what I'm saying lot what he
[03:35:43] would do is go back and offset some of
[03:35:45] the parks and budget from the other
[03:35:47] facilities well that's true but with
[03:35:49] that being said the taxpayers already
[03:35:51] pay a certain amount of money for for
[03:35:53] Parks and Recreation period you know
[03:35:55] that should their tax dollars are to pay
[03:35:57] lower that amount right instead of
[03:36:00] having to come to the citizens like we
[03:36:02] do every year our budget's about $1.6
[03:36:04] million instead of having to hit $1.6
[03:36:06] million this extra Revenue would go
[03:36:08] towards our budget make us only have to
[03:36:10] come as two or three less dependent on
[03:36:12] County funds or taxpayers dollars so see
[03:36:15] that side but does that answer your
[03:36:17] question good enough or do you want
[03:36:19] something more defined uh I mean from
[03:36:22] what I'm hearing now the first phase is
[03:36:24] 29 million and out of that 29
[03:36:28] million uh 300,000 bucks net coming back
[03:36:33] now
[03:36:35] um you mentioned something about the
[03:36:37] schools what is it you want to know
[03:36:39] about the schools CU I was have to you
[03:36:42] know well I talked to Chris Johnston
[03:36:44] they're very excited about it
[03:36:46] sure it would help re uh alleviate some
[03:36:49] issues they having with swim teams oh
[03:36:50] yeah oh yeah it would help them with
[03:36:52] some of their midle school stuff right
[03:36:56] and it would allow them to hold their
[03:36:57] tournaments here instead of having to go
[03:36:59] other places to hold their tournaments
[03:37:01] we'd be able to hold it here in the
[03:37:02] county all at one location instead of
[03:37:04] having to spread it all out everywhere
[03:37:06] talking more like Logistics like signing
[03:37:08] up and the biggest thing is he said it
[03:37:10] would give them the opportunity to look
[03:37:11] at maybe offering different programs
[03:37:14] that they don't offer now
[03:37:16] because they don't have the availability
[03:37:18] don't have availability no I was just
[03:37:20] thinking in terms what if let's let's
[03:37:22] say we have a grand day and everything
[03:37:25] is everything's booked all day all and
[03:37:29] you know and let's say it's uh even even
[03:37:34] some the schools are involved at that
[03:37:35] same day uh the amount of man I I just
[03:37:40] kind of like to have a good feel about
[03:37:42] the Manpower that it's going to take to
[03:37:45] operate something that's an all day
[03:37:48] event or something that encompasses this
[03:37:51] big and this amount of people well the
[03:37:54] sports complex isn't going to take that
[03:37:56] much that's that's why there's
[03:37:58] more in that you're looking at a couple
[03:38:00] people and they're going to be getting
[03:38:02] it ready before that day you going to
[03:38:04] have one person on site that day pretty
[03:38:06] much going around and steadily cleaning
[03:38:08] up trash keeping restrooms clean make
[03:38:10] sure they're lined off they need to be
[03:38:12] reined off that type stuff he let's take
[03:38:15] it one at the time let's take soccer
[03:38:16] fields we got eight soccer fields how
[03:38:18] many people during a big tournament is
[03:38:21] it going to take Personnel from us to
[03:38:24] oversee that those eight multiac what
[03:38:28] it's only going to take one person to
[03:38:29] oversee soccer field itself say but
[03:38:32] you're going to have concession stands
[03:38:33] running so there's you a couple
[03:38:35] part-time people that's going to be
[03:38:36] running in concession stands but again
[03:38:38] concession stands going to bring Revenue
[03:38:39] back to all set may may be more than one
[03:38:42] concession stand there right again I
[03:38:44] think that's what Karen's asking is it
[03:38:46] is it three concession stands with three
[03:38:48] people a pie it depends on if
[03:38:51] everything's running you're looking at
[03:38:53] six part-time people running concession
[03:38:55] stand there this is not counting phase
[03:38:57] two this is just phase this is the
[03:38:59] athletic complex you're looking at six
[03:39:02] part-time people running to concession
[03:39:03] STS you're looking at two people being
[03:39:06] on the grounds part-time labor so you're
[03:39:08] not talking about fulltime people you're
[03:39:09] talking about part-time labor of about 8
[03:39:12] to 10 people during the weekend during
[03:39:15] the day during the week you'll have your
[03:39:16] full-time people that will be
[03:39:18] maintaining fields that will take care
[03:39:20] of that that'll be a couple different
[03:39:21] people then you have one person
[03:39:23] overseeing the whole project that's
[03:39:25] booking these events and trying to
[03:39:27] Market it out and get more and more
[03:39:29] people in so you'll eventually have in
[03:39:32] my eye all together everything's built
[03:39:36] you're looking at four full-time people
[03:39:38] there and then then you're looking at
[03:39:41] see that then you're looking at then
[03:39:43] you're looking at about probably about
[03:39:45] 20 or 30 part-time people but when
[03:39:48] everything's built you're looking at a
[03:39:50] total revenue he showed you the net side
[03:39:53] a total revenue of about $2.5 to3
[03:39:56] million coming into that one facility
[03:39:58] year that's paying for all these people
[03:40:01] to be there plus still giving you that
[03:40:03] net revenue
[03:40:04] back because it is going to take some
[03:40:07] people to run that stuff all this stuff
[03:40:09] but that's also the reason all the
[03:40:11] money's coming in to pay for all the
[03:40:13] stuff and we wouldn't be doing our
[03:40:14] homework if you didn't put that in right
[03:40:16] maybe you already did with case and we
[03:40:17] need to look at it those people what
[03:40:20] your projected budget is for all those
[03:40:22] people I got a different mindset on the
[03:40:25] concession stands contract that out with
[03:40:27] somebody let them pay us to run them you
[03:40:30] know so we take that we take that liity
[03:40:33] in Guilford County we did that uh the
[03:40:35] first year we come in House at Guilford
[03:40:37] County what you pointed me for because
[03:40:39] you were the ones that made us come in
[03:40:41] house um but when we come in house the
[03:40:43] first year Gilford county brought in
[03:40:45] house they made us contract everything
[03:40:47] out we did that yes we made some money
[03:40:50] but we made three times the amount of
[03:40:52] money when we put part-time people in
[03:40:54] ourselves and bought the stuff
[03:40:58] from gold something another yeah I get
[03:41:02] it but there's no risk there I mean you
[03:41:04] you know what your cost are any we'll
[03:41:06] look at that later but that's a way you
[03:41:07] can you you can uh mitigate that one to
[03:41:10] somebody else and let them take care of
[03:41:13] it but anyhow and we're not talking to
[03:41:15] 2.3 million was that income off the
[03:41:18] concessions or that was just off the
[03:41:20] tournament uh that that's the total
[03:41:22] thing that was concessions and conc a
[03:41:25] lot of them publish a uh almost a amount
[03:41:28] of money per person that comes through
[03:41:31] the gate is an average of whe buying a
[03:41:33] cheeseburger or buying a drink they kind
[03:41:36] of aggregate that to say maybe it's $3
[03:41:38] every head or $5 every head that comes
[03:41:40] in the door so that's some some of that

[03:46:40] campground needs to be pretty pretty it
[03:46:43] needs to be up front of we going to do

[03:46:47] phase because to me don't cost a lot to

[03:46:51] to put a Gravel Road in with all the

[03:47:24] just want to go down to the lake for the
[03:47:25] week right just to Camp you know so

[03:47:28] had the water park and the lake and but

[03:47:38] made my living and grading but if it's
[03:47:40] not mandatory that we put asphalt down I

[03:47:59] worries about water shed and pervious
[03:48:02] Pavements are nonous and it's a way for
[03:48:05] us to save a ton of money there a little
[03:48:08] more upkeep on our people we got to drag

[03:48:16] of asphalt to me it certainly will help

[03:49:21] be paved out pretty easily you know

[03:49:51] ahead and curb and gutter and everything
[03:49:53] and then put Crusher run on top of it

[03:51:40] about we've had antidotal yeah we we dug
[03:51:45] into that quite a bit I mean if you do
[03:51:48] it all at one time you're looking
[03:51:50] somewhere around about $75
[03:51:52] million and in phases it could go higher
[03:51:56] I mean from our from our light
[03:51:59] standpoint from the two contractors we
[03:52:01] got prices from so far I just got a new
[03:52:04] one
[03:52:05] in they're about $2 million higher if
[03:52:08] they come in and do it in a phase two if
[03:52:10] they do all the lighting at one time it
[03:52:12] saves us about $2 million
[03:52:14] because as we've talked about before uh
[03:52:17] they want to get everything in there
[03:52:19] before everybody else gets all their
[03:52:20] utilities in and Plumbing in and roads
[03:52:23] in and gravel and all that stuff that
[03:52:25] way they can just go ahead and put
[03:52:26] direct Berry lines in and get everything
[03:52:29] done and it's cheaper on us to do it
[03:52:30] that way as far as far as also you're
[03:52:34] talking about Revenue to the county if
[03:52:36] that whole thing is available to people
[03:52:38] you're automatically going to boost your
[03:52:39] yearly Revenue well you'd be able to
[03:52:42] Market it a lot a lot better and be able
[03:52:45] to turn in a lot more Revenue quicker
[03:52:46] just thinking out loud that's something
[03:52:48] to that's a consideration because the as
[03:52:51] Brian mentioned the Aquatic Center the
[03:52:55] big pool people's going to come to
[03:52:57] sports complexes they're going to come
[03:52:59] and you got to you have to have
[03:53:03] a reason to get them to your sports
[03:53:05] complex versus somebody else's sports
[03:53:07] complex and when you put that Aquatics
[03:53:10] facility in there like what we proposing
[03:53:13] that makes this complete destination
[03:53:15] place and a place that people will want
[03:53:16] to come bring their families and stay
[03:53:18] the whole weekend so then that way they
[03:53:21] can they can
[03:53:23] definitely one spend time here if you've
[03:53:25] got that and the camping facilities
[03:53:28] you've got them locked in for the
[03:53:30] weekend their whole family spending all
[03:53:32] their money they're not going anywhere
[03:53:33] else they're right here so that's just
[03:53:35] kind of what I was thinking and and then
[03:53:37] I guess as we talked in reality if you
[03:53:39] said go on the whole thing it's really a
[03:53:42] two to three I mean three three to
[03:53:44] yeah buildout anyway it's a long
[03:53:47] buildout it's by definition just as fast
[03:53:50] as you physically could go it's going to
[03:53:51] be over a Ser of time so even if you did
[03:53:54] say All the Monies here are available
[03:53:55] today it's still going to take 3 to four
[03:53:57] years so it needs to be kind of a phased
[03:54:00] in process just knowing kind of how
[03:54:02] we're phasing it in I'm going to piggy
[03:54:04] back on that right quick if you don't
[03:54:05] mind um Mr Caster Casey how would we pay
[03:54:10] for a $75 million uh uh there's one
[03:54:13] quick and fast passway um and I don't
[03:54:17] have it with me I didn't know if we'd go
[03:54:19] this route today or not you know we've
[03:54:20] have the what we call we got our Capital
[03:54:22] plan but then I brought this big piece
[03:54:24] of paper here before I call cash for the
[03:54:26] CIP I call it this the plan it's the
[03:54:28] Strategic plan of getting these projects
[03:54:30] done and if you remember on that list
[03:54:33] one of the rows was Salsberry sewer and
[03:54:36] it was about $50 million this first
[03:54:39] phase is already built into the fiveyear
[03:54:41] plan so we have cash for that you could
[03:54:43] take the 50 plus the 30 that's already
[03:54:45] available and you hit 80 and you could
[03:54:47] do that now you're basically trading the
[03:54:48] Salsbury sewer project for this that's
[03:54:50] the way to get it done immediately now
[03:54:52] we all know there's some contingencies
[03:54:54] on that Salsbury sewer project right now
[03:54:56] too there's some political
[03:54:57] contingencies um and let's just call
[03:54:59] them logistical and I I touch on it real
[03:55:02] fast the political is Rowan County is
[03:55:04] not too not too fond of us running sewer
[03:55:06] line across the river and sawbury Rowan
[03:55:09] utilities given us sewer capacity
[03:55:11] they've expressed that concern chairman
[03:55:14] I I had had a chance to talk to their
[03:55:15] chairman and work through that there
[03:55:16] could be ways to work through it because
[03:55:18] they would like to they would like to
[03:55:19] have the dredging of the lake project
[03:55:21] done it's more on their side or the I
[03:55:23] guess maybe what's the right word Mr
[03:55:26] chairman the the uh the impact of it may
[03:55:28] be more on their side to get done
[03:55:29] there's potential there for conversation
[03:55:31] the second piece is um uh the land grab
[03:55:36] you know we had a gentleman we
[03:55:37] negotiated here not just what a month or
[03:55:39] two ago for 600 acres over there and
[03:55:41] obviously they wanted too much money per
[03:55:43] acre so that's on that side of the
[03:55:45] highway right that what we were looking
[03:55:46] at potential tracks that could develop
[03:55:48] if that were to go residential somebody
[03:55:51] bought that I'm just I'm not trying to
[03:55:52] put words in y'all's mouth but I'm
[03:55:54] assuming based on the past we're not
[03:55:55] interested probably running sewer that
[03:55:57] way because then it's going to become a
[03:55:58] housing side of the of I85 so there are
[03:56:01] some issues with that project meaning
[03:56:03] well I sell that to say I don't know
[03:56:05] that that project's moving today it
[03:56:07] doesn't if this Project's more of a
[03:56:09] priority you can make the simple trade
[03:56:12] and then have if you remember remember
[03:56:14] this is all getting into the reval and
[03:56:16] everything else tied to that the goal of
[03:56:18] the reval coming up will be to put us
[03:56:21] probably back to the tax rate that makes
[03:56:23] the same amount of money we make today
[03:56:26] well we do have funds and we talk about
[03:56:28] this at the last two or three Retreats
[03:56:29] and we'll talk about it again in March
[03:56:31] now we have excess funds going into this
[03:56:34] Capital plan that's a l that and the
[03:56:36] covid money is largely where it came
[03:56:38] from so they'll continue to be chances
[03:56:41] to save money after Tim Needs is three
[03:56:44] more years to get the fiveyear plan
[03:56:46] fully funded there'll be more
[03:56:47] opportunities does that make sense so
[03:56:50] you basically can take doing Roi in your
[03:56:52] mind if the Salsbury project ain't
[03:56:55] really moving today and I want this one
[03:56:57] and you think and I all the things
[03:56:59] you've laid out are valid but we want
[03:57:01] this one to go and hold so it's cheaper
[03:57:03] and you make more money faster and it's
[03:57:05] more of an impact then you trade that
[03:57:07] project off knowing that the future
[03:57:09] could be you still have opportunities to
[03:57:11] come back and save money and have those
[03:57:12] conversations with our neighbors and
[03:57:13] work Market through cuz both of them are
[03:57:15] Financial impacts it's just one's more
[03:57:18] seen invisible destination one's more
[03:57:20] behind the scenes in the ground that's
[03:57:22] going to create an opportunity to grow
[03:57:24] so I think they're both probably
[03:57:25] important but the one has run into some
[03:57:27] stumbling blocks okay do you have some
[03:57:31] the only other thing I was going to add
[03:57:32] and we had talked about it guess a
[03:57:34] couple days ago was there's another
[03:57:37] opportunity um for for Revenue with
[03:57:40] businesses and brands in the area who
[03:57:43] want to Market right or or put some
[03:57:45] stuff in here like you go to any other
[03:57:47] Stadium or game the Nike field or
[03:57:50] exactly and so that's another talk about
[03:57:52] new right local Stu there's there's
[03:57:55] those opportunities as well that's the
[03:57:57] only a lot of the medical community
[03:57:59] sponsors a lot of Doon Wake Forest
[03:58:02] Baptist yes so there are some that may
[03:58:05] be a good way to offset some of this
[03:58:06] operating cost because you know we don't
[03:58:09] know going into it what will you know
[03:58:11] especially when we're starting what
[03:58:13] it'll be um that's a great way to do
[03:58:15] that is basically sell an advertising
[03:58:17] space more or less Allan and Thomas went
[03:58:19] down to the sportsx in ashro a couple of
[03:58:21] weeks ago every field down there was
[03:58:23] sponsored by different businesses or
[03:58:25] agencies or entities I like that so they
[03:58:27] they've got a lot of private
[03:58:30] Partnerships in there I mean good you
[03:58:32] know the thing for I mean we got to run
[03:58:34] it as efficiently as we can and that's
[03:58:36] what we got to keep our eye on if we
[03:58:38] build it so you brought up some so 50
[03:58:40] million bucks will come from the sewer
[03:58:42] line and then we've got million right
[03:58:47] and we we got the cash for both of them
[03:58:49] and it again I don't have the sheet and
[03:58:50] I know this is probably more than y'all
[03:58:52] anticipated we talk about this a little
[03:58:53] more March and I can kind of show it to
[03:58:56] you because I know how you guys like to
[03:58:57] see it on paper we can move we got $85
[03:59:00] million in cash and Tim's probably in
[03:59:03] less than another three months is going
[03:59:04] to put up another 20 into that so you're
[03:59:06] going to be a 100 plus it's the it's the
[03:59:09] the list of projects that need to get
[03:59:11] done it's how you scatter them around
[03:59:13] that and he's going to do it again in
[03:59:15] the end of 26 and the end of 27 and I
[03:59:18] don't see any reason unless the economy
[03:59:20] just falls off this Cliff why he can't
[03:59:22] continue his right now all the plans
[03:59:24] calling for is 18 for the next two years
[03:59:27] that's less than we've been putting in
[03:59:28] there and so if he can do two more
[03:59:30] fiscal years outside of this one he's
[03:59:32] about to do this spring he's got his
[03:59:34] 5year plan funded so we can move
[03:59:37] projects around like say for example you
[03:59:39] pick this one said look what we want to
[03:59:41] do is we want to go on ahead and put up
[03:59:43] the put up up to 80 something out of
[03:59:45] that we can stagger some of the other
[03:59:47] projects around some of them I got to
[03:59:50] look at cuz some of them are Comm Center
[03:59:52] updates consoles radios you guys that
[03:59:54] were here when we did the radio system
[03:59:56] remember the day we talked about we'll
[03:59:57] have to replace the radios it's coming
[03:59:59] up in this back end of this 5year plan
[04:00:01] but we can move stuff around and then
[04:00:03] time it to Tim's savings but if you
[04:00:06] remember that with that being said when
[04:00:08] we was looking at our original radio
[04:00:09] equipment if we would went with Motorola
[04:00:12] it was a $500,000 year yeah no no no

[04:01:18] which pays lot of tax dollars you know
[04:01:20] that's what we were shooting for got is
[04:01:22] bring sewer line so we can put industry
[04:01:25] uh so I don't see it happening if it
[04:01:29] does happen I think it'd be worth us
[04:01:32] even you know borrowing money to do a
[04:01:35] sewer because again that's for expansion
[04:01:37] for industry and you know we just have
[04:01:39] to go borrow money and put in a $50
[04:01:42] there's ways to work through that that
[04:01:43] might be another option it's it's
[04:01:46] fortunate that we've been able to take
[04:01:48] the covid money and the savings from the
[04:01:50] last revow and couple that together to
[04:01:53] have this available to even do when I
[04:01:56] got here I think the Savings in capital
[04:01:58] reserve was like 3 or 4 million doar you
[04:02:01] know so that really limits your choices
[04:02:03] I mean we are we've intentionally on
[04:02:05] purpose taken the the savings from that
[04:02:08] and we're going to have to rent with
[04:02:09] that that Capital plan I'm talking about
[04:02:11] has got the parts to the jail to it no
[04:02:13] it's not the $95 million option anymore
[04:02:15] it's more the try to get it up there on
[04:02:17] the space pull the core in try to net
[04:02:19] out a couple hundred beds um for some
[04:02:22] I'm just right now I'm making up a
[04:02:24] number 50 to 55 somewhere in that range

[04:15:14] little bit different looks or Viewpoint
[04:15:17] can you think about how much we've we've
[04:15:19] grown in terms of the residental sprawl
[04:15:22] that's overtaken the community and like
[04:15:24] I grew up and we had seven acres right
[04:15:26] we had woods and and yards to plan
[04:15:28] that's that's more of an anomaly these
[04:15:31] days even in this County where you have
[04:15:33] smaller yards and so this again provides
[04:15:36] that sort of opportunity of you know
[04:15:39] going out and exploring the water park
[04:15:41] going to the fields I mean it's
[04:15:43] expansive it it provides those outdoor
[04:15:45] opportunities that are I think extremely
[04:15:47] important we don't want kids to be in
[04:15:49] front of screens all
[04:15:51] day when we did the bond referend before
[04:15:54] the the sports complex did not fair well
[04:15:59] what was the percentage of the people do
[04:16:01] you remember I do not sir uh we never
[04:16:03] put it on no we never put it on but we
[04:16:05] had that com we had the lady um do the
[04:16:08] market kind of from the survey thing
[04:16:10] that was a survey that she did

[04:16:37] felt like it wasn't needed so you see I

[04:16:41] dollars that so we just we just dumped
[04:16:43] it all you know and said you know we're
[04:16:45] not going to have a bond referendum on
[04:16:47] any of it you know um and that's
[04:16:50] something I guess we can look at later
[04:16:52] if we want to do some sort of but as
[04:16:54] long as we can pay for it out of our
[04:16:55] with our own means I think that's the
[04:16:57] best way to do it no bonds
[04:17:01] and uh but like I said you will start
[04:17:03] getting push back from there I know you

[04:19:05] be as INF phases as of what needs to
[04:19:08] come first like you were talking about
[04:19:10] if if if you're looking at the aquatic
[04:19:12] Center as we talked about what two or
[04:19:14] three weeks ago if you're looking at the
[04:19:16] Aquatic Center doing it too you'd
[04:19:18] include that grading into your grading
[04:19:20] plan and that should cut down on the
[04:19:22] cost of some of the Aquatic Center
[04:19:24] because their their uh their fee that
[04:19:27] they gave us to start with including
[04:19:29] doing all the grading theirself too so
[04:19:32] if you're taking all that off and doing
[04:19:33] all that mass grading at one time it
[04:19:35] makes sense to kind of rough it all in
[04:19:37] at one time and doing and doing a full
[04:19:40] uh utility plan for the entire site
[04:19:42] you're putting in all your utilities at
[04:19:44] the up front and all that stuff makes a
[04:19:46] lot of sense kind of get all the
[04:19:47] underground done first before you start
[04:19:49] coming that needs to be in the major

[04:23:35] Economic Development quality of life to
